Maine's second largest city sits about 35 miles from Portland and trades at a deep discount to it. A two unit building averaged about $335,000 in Lewiston Auburn in 2024, against more than $700,000 in Portland. Immigration has kept the population growing while most of Maine shrinks, and the city has rewritten its zoning to allow more housing. The market is moving, but it is still priced like nobody is watching.

Why It Is On The Watchlist

Price gap. Redfin put Lewiston's Q1 2026 median sale price at $308,833, down 1.4% year over year, while Portland sat at $497,500. Androscoggin County's Q2 2026 median rose 5.4% to $369,000, with unit sales up 15.4%, per the Maine Association of Realtors.

Real pipeline. As of mid 2025, Lewiston had 1,325 units under construction or approved, and Lewiston and Auburn together had more than 1,800, including the roughly 395 unit Continental Mill conversion.

Public money already committed. HUD's $30M Choice Neighborhoods grant (2021) targets 185 mixed income units in the Tree Streets, and local officials cite about $110M of new neighborhood investment since the award. The Riverfront Island plan update brought $5M in federal funding for the canal walk and Beech Street work.

Zoning moving the right way. Lewiston now allows detached ADUs, rezoned about 375 corridor parcels, opened highway business zones to multifamily, and cut downtown parking minimums. Auburn dropped the farm income requirement in its agricultural zone, which covers about 40% of the city's land.

Anchor employer reset. Prime Healthcare Foundation completed its acquisition of Central Maine Healthcare in February 2026 and has said it plans to invest $150M over five years.

What Could Go Wrong

Lewiston's first full revaluation since 1988 will reset assessed values sharply higher and the mill rate lower, and the council favored a one year delay in April 2026, so tax bills are a moving target for underwriting. Median household income is about $55,000 and the poverty rate is about 20%. Much of the downtown housing stock is old, with lead paint a known issue. Construction costs are up sharply since 2019, state housing funds have run short, and Auburn's mayor has campaigned on rolling back some zoning reforms.
